The uso de suelo is a municipal land-use certificate. It tells you what the applicable zoning or plan regulador permits on that specific parcel — residential, commercial, tourism, allowed density, height and setbacks. I pull it first, because a design that the zoning does not allow is dead on arrival, no matter how good the title is.

Water-availability letter — the quiet dealbreaker
The carta de disponibilidad de agua from AyA or the local ASADA confirms there is potable water for the project. It is one of the most common blockers I see: a clean title and correct zoning still lead nowhere if the water utility will not commit supply. I confirm it early, before you invest in a full design.

SETENA environmental viability — the D1 filing
For many projects you need environmental viability (viabilidad ambiental) from SETENA, the national environmental-impact authority. The usual entry point is the D1 environmental-evaluation form; lower-impact works may qualify for the simpler D2. Which one applies depends on the project's size and location — a point to confirm, not assume.

CFIA-stamped plans — plans the municipality will accept
Your construction plans must be drawn by an architect or engineer affiliated with the CFIA (Colegio Federado de Ingenieros y de Arquitectos) and registered through the CFIA's APC platform. Municipalities issue permits on CFIA-registered plans, so this step gates the permit itself.
